I had a similar situation that turned out to be a bad cable between the router and the PC. Who knew they could fail just sitting there?
Unplug and replug any cables you use, power down any hardware (cable modem, router, etc.,) leave them off for a full 60 seconds then power back up again.
Make sure you don't have any viruses or malware too.

Here are two things for you to speed up the Internet.
Google Chrome (latest addition is great... Just like Firefox). Probably the fastest browser.

Download Accelerator Plus along with Speedbit Video accelerator work great too. You have to pay if you want a premium version. Nevertheless, the free version works great.
