Immigrant policy worsens deficit (Connecticut)

Since 1989, Connecticut ranks 49th in America — ahead only of third-world Michigan — in job creation. The reasons are many, but one of the most overlooked is the effect of the state's social-services empire.

In 2011-12, the Welfare State is on target to consume almost 1 in every 3 state budget dollars, and $5.6 billion in all, to reward the full spectrum of anti-social behaviors and what has become multigenerational failure and despair. Its sheer fiscal weight stresses state finances to the breaking point and drags down the economy, in no small part because the generous giveaways, discounts and subsidies act as a magnet for people who have made living on the dole their career.

Like others in government, Gov. Dannel P. Malloy is fond of calling the system "the safety net," but it's really an insidious spider's web that in the name of compassion traps people in lives of poverty. Not surprisingly, as the Welfare State has mushroomed since 1989, poverty has increased 71 percent. Once again, government has produced more of something it doesn't want simply by subsidizing it.

Few have noticed the explosive growth of the Welfare State because it has been incremental. And each new or expanded benefit was carried into law on the backs of liberal demagoguery: "social justice"; "it will save money in the long run"; "for the children"; and our favorite lazy argument, "if it saves one life, it's worth it." The benefits are neither subjected to impartial cost-benefit analyses nor periodic reviews to determine if they are fulfilling their goals because that first would decrease government dependency and then unionized government payrolls.

As if the state isn't already generous to a fiscally disastrous fault, Gov. Malloy now proposes to let the children of illegal immigrants pay in-state tuition rates at Connecticut's public universities and community colleges. His plan is deeply flawed. First, federal law prohibits states from giving preferences to illegals over U.S. citizens. He proposed to cut illegals a $16,464 break, based on current rates, even as he compels taxpayers to fork over an extra $3.6 billion over the next biennium. Every illegal admitted to a state school under the Malloy discount would bump a deserving Connecticut or U.S. citizen. And the state schools already claim they can't make ends meet without setting annual records for tuition, fees, and charges for room and board; if history is a guide, they will use the Malloy discount as another excuse to raise their charges further.

But even if it was possible to get beyond these issues, does Connecticut want to make itself even more attractive to people who are drags on state finances and the economy?

The Waterbury Republican’s editorial page is as good as the Wall Street Journal.

Ct is in sad shape. All because one Republican cracked and allowed Weicker’s income tax bill to pass.

The Waterbury Republican’s editorial page is as good as the Wall Street Journal.
