Back then, there were not much distinction between merchant and navy vessels. Today, a merchant vessel with weapons will probably not be given entry to several ports. Which is why no body has exercised this option.

The only thing Muslims have gotten for terrorist attacks are more weaponry and foreign aid. Look at Saudi Arabia, Yemen and Pakistan.

Those are some very strong words that don't actually mean a lot. I think the objective of the Indian Navy is to get the job done without drawing too much negative international attention and with minimal casualties on either side.
