Chernobyl was burning graphite and shedding radioactive “chunks” into the atmosphere, which of course, was the fallout that spread largely West and North from the plant. It was a large “dirty bomb”.
The Japanese reactor isn’t throwing those chunks (at least not that we’ve been told). If it’s just the gas/steam that’s “hot”, both half life and dispersal will make the threat negligible by the time it hits California.
