This is ridiculous. There is no way to enforce this and the effort they put in to trying to catch these people will far outweigh the money brought in. Just exactly how many bloggers are in that rotten city? The better money making tax in Philthydelphia would be a 300% increase in Old English and Colt 45 sales tax.

This is comical. You cannot force people to get a license to post their thoughts. They are, in essence, licensing internet sites more than the content itself.
