I'm more concerned about when the costs of the ‘plan’ will be due than I am with how many of its individual provisions are being implemented and when.
Some things cost a lot more to implement than others. If the provisions, however few they may be, which are to be put off until 2014 or after represent a majority of the costs associated with the ‘plan’, then Mr. Ferrara’s analysis is still valid.
