Absolutely, and perhaps there should be some rules of engagement, but the free market is always the true solution to a problem IMHO.
If memory serves, I think I read about how (long ago) the US had non-US government warships, and I think it was for pirates; Private owners with armed ships. I will have to research.
Privateer issued a letter of marque to a particular purpose, not taking direct orders from above.
