Obviously you can't compare SAT scores between states - some kids are private or prep school kids, not everyone even takes those tests and you don't know how many kids who never plan to go to college take a stab at it because of pressure from the school..... use national testing to compare and look what you find...

#1, Even if they were the best teachers in the world, there still isn’t enough money for them to tie the local district’s hands through collective bargaining
#2, If they were the best in the world then they should stand on their own merits and not need “collective” anything.
I don’t find comparing the numbers useful really.
