Well, my sympathies that you have Vista (/shrugs) .. but otherwise Startup Inspector works great on XP and might even work on Vista too, all ya can do is try and if it doesn't work then just delete it.
I have a newer 64bit machine running Windows-7 but haven't tried to install Startup Inspector on it because there is no need to, as I use this machine for video production/editing exclusively and it only rarely gets access to the Internet, so no need to protect against the dreaded REAL
Damn, I have 7 but work makes me keep 32 because of the old DLL’s. (BTW 7 is good)
