I’m confused. Under what law can someone be arrested for being drunk but NOT the driver of a vehicle? I was first thinking drunk and disorderly but being in a car would seem to preclude the disorderly part.

she was detained for her own safety until responsible folks claimed her.

possibly drunk in public. especially if the vehicle is going to be impounded.
