Indeed. Low Flow toilets sound nice to the enviro-Nazis but no one stopped to think that the sewers themselves have to maintain a flow of water to keep everything moving.
Sure, the solution is a harsh chemical and MORE WATER. In the end, they probably wouldn't have 'saved' anything. Morons.

Sewers are designed for a flow of 2 feet per second to be self scouring. No water no push, goes septic, it rots, and you live with the results’
