Let me ask a theoretical question. Would the Tucson gunman, Jared Loughner be able to obtain a gun if he were not allowed to buy it legally?

Theoretically he could have put 20 pounds of fertilizer, a gallon of diesel and a box of nails in a backpack wired to a d cell battery and done worse.
