A dog that unexpectedly breaks free of its release is an example of a lack of foresight; a problem that merits a warning or a fine. Letting a dog wander the streets freely is owner irresponsibility.

While chaining a dog is not the best method of containing a dog, it is better than allowing said dog to wander loose around the neighborhood.

I’ll take your silence as an indication that you are perfectly willing to suggest that Freepers who, for whatever reason, do not have fenced property, should not own dogs and are negligent dog owners based on that fact alone.

The dogs got loose ergo the owner acted irresponsibly.

It is cruel to chain a dog.
