I doubt he's sitting in a stuck car, but it wouldn't be hard to get it stuck. The Presidential vehicle has to weigh 10,000 lbs with all the armor on it.
I guess you have never lived in a city when it really snows hard. They have this thing called "grid-lock" when nobody goes anywhere regardless of what they are driving. I just got off the phone with my friend who lives on the VA side of the river. He's stuck in Tyson's Corner, and yes he does have a 4WD. The cars that are in his way don't.

I just drove home in THAT SAME SNOWSTORM in a 2WD pickup, low on gas so no extra weight in the back, unplowed roads, and just had to take it easy and keep my hands free for unexpected countersteering.
