People only change when and if they want to. No other factor is in the equation.

I have to disagree with you. Rehab can help those who want to be helped.
I will go out on a limb and assume that when you think “Rehab” you think of where a celebrity goes when the SHTF. I submit to you there are plenty of anonymous people that go to a rehabilitation facility and it begins a life change.
That life change has to maintained after one leaves the facility, however.
