What is it, exactly, with police and dogs?

This created a huge uproar and rightfully so. I have no desire to live in a nation where we the people and our pets are looked upon as disposable, and where the mission statement “protect and defend” are just BS words.
The terminator cops suffer from dog envy, it seems.
