Yes, the same kind of smugness that the Good Old Boy White Man " fixed " system of the old south 100 years or so ago, where they were so sure in their confidence that a black man would and could not get a fair trial in court.
Yes, anyone could or can be " SMUG " when the system they support and defend is " fixed " against the other person( s ) like how it was for the poor black man in the deep south 100 or so years ago.
