I think you left off a key part of Fukino’s statement that should be highlighted. It says she saw that a birth certificate is “on record,” which theoretically might only mean that she checked to see if Obama is in the birth records database. She may have never gone to inspect any physical records and she may never looked at an actual hard copy of an original birth certificate.

Right. Fukino and Lingle have played it fast and loose when they referred to what constituted a Hawaiian birth certificate. The dead giveaway is in Fukino's Oct. 31st, 2008 statement where she wrote,

"...on record in accordance with state policies and procedures"

Well any scribble on paper can be 'in accordance with state policies and procedures.'
