Wong Kim Ark ( based on the 14th amendment which was never legally ratified) granted citizenship to children whom a parents had “partial” allegiance to the U.S.. Ark’s parents had legally immigrated( declared allegiance) to the U.S. and thus their children were declared citizens. Ark case never declared Ark a Natural Born citizen. What it does say is that Ark was declared a citizen ,equal to that of a Natural Born citizen. This clearly defines that there is a separation between a 14th amendment citizen and a Natural Born citizen.
