That cannot be done here in California due to the requirement that the buildings meet certain siesmic standards, among other things.
Well I just wonder how many communities have actually planned for hospital overflow in a pandemic. And how many wouldn’t have a clue and would let hospitals turn people away for weeks, before taking action.
