Sadly, much gang activity is due to how we have institutionalized illegitimacy in our culture. Especially among poor girls, the whole “baby mama” culture has spread so that young people, especially young boys and men, are not raised properly. Too many grow up and get involved in gangs.
Of course, it’s politically incorrect to talk about any of this, so we’ll dance around the edges of the real problem and send parents to a class, after their kids have gotten in trouble.

Nobody is working around the edges. It’s all about the money. The court mandates all kinds of crap, be it counseling, et,al. You pay the $200 per session, the receptionist signs your card, and you get to stay out of jail for another two weeks. People I’ve worked with have had similar programs mandated by courts for all kinds of stuff. In every case it was just a money scam with an office and a court order. No bagman anymore.
