With bleeding from the rectum, the officer should have insisted for the kid to go to the hospital to be examined and then action taken after being discovered being drugged up. Also the officer failed to check up on Dahmer as well such as run his name through the NCIC.

I have read a lot of true crime, and this was one of them.
Before you two rush to judgment, one thing you should know is that the 14 year old was from the country of Laos. Asian men from there, even when they are in their 20’s look 14, 15 or 16. From what I read the officers thought he was a grown man. I know this sounds hard to believe but it is very true. Plus take into account what year this was. Early 1990’s and how the police looked upon homo’s. They did not want to get AIDS. Truth be told, they should have got both “men’s” ID’s and checked the story out. Why they did not is just bad police work. However being it was the early 90’s like I said a lot of police did not want homo’s giving them AIDS. (A lot of homo’s would try to spit on police when being arrested)

Bad, lazy cops failed to do their duty. A young teenager died. The monstrous predator Dahmer was let go. Bigotry surely played a part.
I'm appalled not only was Balcerzak reinstated with back pay but became president of the Milwaukee Police Association too. He should've been mucking out septic tanks.
How wonderful that his fellow officers gave him that position of trust. /s

While it’s true that many Asian men look younger than they actually are, the officer in question was contacted by a woman who informed him that the boy attended the same school as her daughter. He chose not to believe her and did not follow up.
