I don’t think it’s right that Mexico encourages it’s citizens to violate the immigration laws of my country and then compel me to pay for it.

My mistake then. I’m not against medical care for a convict but my earlier contention in re Mexico as well as the rest of Latin America’s policy of exporting its poor to my country as a kind of human export still stands.
