I think the only other seat that was affected by COD was the open House seat in DE. That was the only House seat previously held by a republican that was lost except for Cao in Louisiana.
If your theory was right, we wouldn’t have won so many House and state legislature seats across the country. Even Maine now has a pro-life GOP governor.
