It has been determined that it was an SLBM launch by the Burkina Faso Navy to intimidate the United States into removing MSNBC from relay satellites beaming to Africa.

Definitely not a hoax, and doesn’t appear to be an optical illusion (sunset contrail).
It was most certainly picked up by satellite, and being on the west coast, the Beale UEWR might have tracked it and if so, within a short amount of time provided the predicted impact point (if not an orbital trajectory). I say might due to the proximity of the trajectory and angle.

There were whispers for some time now about something going down today - 11/9 - a play on the date 9/11.
Here’s a theory...or two.
1) China did it to demonstrate their military power and technology while Obama has to cross that ocean to get back home.
2) UFOs took over the weaponry systems on the American sub and fired the missle. IIRC, recently spoke about how in Britain, the UFO’s disabled or interfered with the electronics of our atomic weapons.

At 27 seconds into the video there is an aircraft flying from the right side of screen in the direction of the contrail. I think I saw a light flash on the aircraft. Not sure.
Any reports of pilots reporting seeing anything in the area?
No offense, but retired, no matter what rank, is probably well outside of "need to know" territory.
My guess is a missile with a leak that had to be launched.

This implies an expensive launch capability and expensive missile.

That level of capability reduces the suspects to a handful. Factor in relatively hostile to the US... And that leaves Russia and china
And since china has been pushing their missile and naval capabilities in the last 10 hrs, I would guess china.
Next question would be why.

They just told us that they can drive up to our busiest port and one of our biggest cities... Undetected... Launch an ICBM size missile... That is undetectable by our systems in flight.
Message? They can hit any of our cities, and we won’t even see it coming.

Because they are not happy we have diluted the dollar by 50% in the last year...and now announced plans to dilute it again by another 50%, for a total reduction of monies owed to them by 75%
They basically said, don’t mess with what you (the US) owe us (China)... Or we will shove one of these up your ass
there was a scientific article a year ago,(I believe it was on FR also,)stating one of the Scandinavian countries had developed a submarine that could not be detected by any (American) present means. Certainly it could be obtained by some nefarious people.
