They're structural. Modern watertight doors and doors and hatches on US Navy ships still have the same kind of thing. I was trying to find a photo that illustrated it but wasn't successful. However, here is another picture of a watertight hatch from the same time period. The Sullivan brothers on USS Juneau (CL-52).

The Juneau was a beautiful ship - 16 5inch/38s on only 7,400 tons displacement. Unfortunately, the Navy had to use the AA cruisers in ways they weren't designed for, and the ships and their crews suffered for it...
