Hall is not allowed in any pub, club, off-licence or bar in England and Wales for the next two years. She is also banned from buying booze - or having alcohol in an unsealed container or drinking in any public place.
Isn't that the case with most 20-year-olds in the US? At least until they turn 21.

UK liquor laws. Drinking age is 18.

If we treated drinking like sex, she would be able to do it if she was with her “of age” friends.
Age of consent laws make exceptions but drinking is a crime until your birthday.
