I think Rasmussen is hedging because PA is a leaning Blue state (with a steady influx of liberal NYers making places like the Lehigh Valley their bedroom communities) and because he is factoring in how PA voted last time.

But...The Tea Party wave is rolling and it is starting to show. I see almost NO Sestak banners, posters or bumper stickers wherever I go, even in Delaware and Bucks Counties, which are supposedly the Little Admiral's strongholds. AND -- Sestak won over Curt Weldon last time with a little help from the FBI and the Justice Department announcing 'investigations' into 'campaign finance irregularities' right before the election, which went nowhere, of course, but were enough to unseat Weldon -- he ain't got that now...;-))
