Simple solution is to not count absentee ballots till the polls close then count and compare names if a name shows up twice give it to the FBI. Also require a I.D. at the polling place. Problem solved.
Of course this will not happen as Dumbacrates would lose in a fair election.

Actually, I would go one further. I would require ALL ballots to be accompanied by an affixed DNA sample (this is easy to do) from the voter. Even if it is seldom used for identification, the ability to go back and challenge the authenticity of a vote based on DNA would make perpetrators of voting fraud think twice.
