I used to used animated Table BGs -

But WebTV and MSNTV2 users cannot see the animated BGs

I recalled the large composites I did using animated snow with Peanuts .gifs and gave this a shot
It worked out the first time - made:

980x735
980x375
500x375 - which I used here and enlarged using HTML and the Table BG frame
