If I am visualizing this correctly, why not remove the gravel all together and replace it with something like a railroad tie cut at a 45degree angle to make a ramp that is easily removed as necessary. Railroad ties are good to use for this because they are cheap, already treated against rot and insects, easily cut, and virtually indestructible for something like a car driving over it.

"Excellent idea! Use landscape posts driven through it to hold it in place. Likely cheaper and definitely easier than concrete!
