We once faced an enemy that was so fanatically devoted to their cause, they demonstrated the same fearlessness in the face of death. The only way to deter that, I think, is to show them that we are ready and willing to provide them with all the death they seek, yet it will do nothing to help them accomplish their goals.
Even that is useless until we are prepared to dismantle the engine of their fanatical belief system once they surrender.
