You can use the dd command to write to proper sectors to the raw device. Of course, you have to know which sectors to write, and what bytes to tweak, but I've done it.

Disclaimer. The dd command can have rather abstruse usage for any particular requirement. And it requires the use of correct math. ie.. 1K=1024, not 1000.
