right? Sin taxes, as it were.

Hmmm... Sin taxes... How about a tax on taxes. It has been proven they are economically destructive and by taxing them we would reduce the amount of destruction they cause.

Probably are—a “surtax” or tax on a tax?

MA put a sales tax on booze recently (ballot question to try and repeal). There already was an excise tax so consumers being taxed twice
