Using borrowed money for a band-aid bailout of the economy should seem backwards to most people. However, it likely is a planned strategy to promote radical change. Those naively believing that President Obama is simply rewarding his far-left base, and will then move to the political center, must wise up.
The assumption that Obama will need the nation to prosper in order to protect the 2010 mid-term election incorrectly assumes that he esteems free market capitalism. He does not. Rather than win through superior ideas and policies, the Democrat plan for success in the mid-term elections is to win by destroying political opposition.

Note the original post date of the article was Feb of 2009 but the content seemed appropriate for today’s POTUS address.
yes Obama says let me spend more of your future fools.
Obama thinks China is his father-in-law.
also a done deal, unless we are willing to default.
when you owe a creditor a million dollars, you have a problem.
when you owe a creditor a trillion dollars, they have a problem.
I fear the Cloward-Piven strategy only until I remember the one time it has ever been used to fruition, 1970’s NYC. What did they get, their commie revolution? No, they got Rudy Giuliani. It’s the incompetence of the Left that lets me sleep at night.
What comes next? This isn't an presidential election year, so a new shooting war isn't going to save congress.
One sensible thing to be doing is to cut back on all government spending, especially social spending. That's not going to be popular at all. Cutting social spending without reducing taxes at the same time (which is unlikely with Obama wielding a veto pen) isn't going to stimulate the economy overmuch.
Presuming a Republican takeover of Congress in November, what could they possibly do to start us back on a road to recovery? My thinking is something like "decimation".
On the first day of next year's session, the first topic should be a 10% reduction in congressional pay and a 10% reduction in congressional staff (picking a round number, but maybe they could also liken it to the official unemployment rate). Acknowledge that the last two years haven't worked out too well and that Congress should shoulder some of the blame.
The second act ought to be immediately placing themselves along with all other government employees who were exempted by loopholes into Obamacare. That's fraught with danger if there is a way to pretend to attempt to do it, fail, then shrug it off with a "we tried ...".
Where do we go from here?
Well, you have the best ideas so far. I didn’t realize the complexity that lies ahead very well until reading your post. I know that people have said that Obama wants a repub congress so he can blame his failures on them. Based on the limitations you mentioned - I suspect that is a workable strategy. I was dreamin’ big - like repeal Obamacare. The Repubs wanted to re-purpose ‘unused stimulus funds’ to pay for unemployment extensions and the Dems turned ‘em down. I would say let’s see if we can make unused stimulus funds actually count for something - probably not the roadwork Obama suggested for a new stimulus. I dunno but good question and you certainly got me thinking in that direction. :)
That's why they have to seize the moral high ground quickly. The 10% reductions I described are long overdue, won't have any effect on the actual deficit, but will make a talking point good through 2012. Same with putting everyone under Obamacare. "If it was so great, how come you exempted yourself?" Because Obama himself will never do it, that will work in the forthcoming Presidential campaign too.
Everything that can be blamed on Republicans, will be. The sooner someone starts planning on how to deflect that, the better.
There will be only one chance to repeal Obamacare, but it will require some ground work first. Otherwise, they can "try", fail and blame someone else. Putting Congress and the Senate under it, will at least give the matter some urgency.
