The first WTC bombing happened 37 days after Clinton was sworn into office. I doubt this particular terror attack would have been thwarted if Bush had gotten a second term. Unless Clinton got some top secret info between Jan. 20, 1993 and Feb. 26, 1993, it’s not likely.
The only question is would is administration have responded to the attack differently?
