To my knowledge, ground water is groundwater. Go down and you'll eventually find water. Dowsers are accurate because no matter where you point, there is water down below.

They use a lot of different methods but just drill anywhere isnt one of them. lolPerhaps in some regions, other techniques are used but from my experience in Ohio, Louisiana and now Rhode Island, the land owner tells the driller where they want a well. The driller might point out things like not having the well downslope from a septic field. For the most part, if they can get their equipment to the spot, they'll drill.
