The Philippines airlines are blacklisted because the airports have outdated radar equipment and they haven’t upgrade to international standards. The blacklist has to do with their version of the FAA. There are politicians there who don’t want to make a significant our chase like that unless they get a kickback.

Well PAL still has scheduled flights into LAX, LAS and SFO but they cant expand further in the US. I think its more of the Euro Weenie factor that any valid safety concerns.

I've gone in and out of Manila many times during typhoon's with the runway lights knocked out and the terminal dark so I'm not at all convinced it has anything to do with safety...
