Government stupidity, in the extreme. People can have reasoned debate about whether or not multi-ton, sea creatures should be placed in captivity purely for entertainment purposes, but it's clear to anyone with even a passing knowledge of these animals that they can, and often-times will, be incredibly violent.
This trainer knew full-well what she was getting herself into, and to assert her death is even remotely attributable to a "lack of railing", is facially absurd.
I sure am glad that there's barely any employment no threat from enemies so that our imperial federal government has the time, resources and money to worry about crap like this.

If it was not just about the money, government would start putting the CEOs or other high level execs in jail or fining them directly rather than the business.
If the crime/accident was so bad then people need to be held accountable not businesses. WHY read on.
As most of us conservatives know, businesses do not pay taxes or fines. Those costs are passed along to the customers. Even if a business “absorbs” the fine then the stockholders are penalized for something they did not do.
Make the people in charge accountable as they are the ones getting the big bucks so they should be responsible for the people in their organization.
