I’m not so sure all the elites would be safe. Think about it. They travel a lot, depend on others to take care of everything for them, I think they’re pretty darn vulnerable UNLESS they just happen to be in or near a designated, fully equipped shelter — as in equipped for MONTHS and MONTHS.
People who can’t do anything for themselves are going to be the most vulnerable. The elite don’t know how to be self-sufficient and if their underlings turn on them, they’re toast.

And hopefully, by the time they pop their heads out, the world will have drastically changed (well, from what they’re hoping for)!
