Without all the details of the information that Google's gathered, I'd guess it would since your WiFi information (that is, mac address of your wireless router, if you have one) is paired up with your address/house information in Google's databases. Since any hacker would be using the information Google has compiled on you and not information provided by your browser, seems to me Tor wouldn't do you any good in this specific case. (emphasis added on in this specific case.)

Others may have a different opinion, mine's based on what limited information I could glean from the article.

BTW: I use TOR as well, I don't believe in exposing my personal IP address to any website, FR included.
