Create a fear of the future (rather than allow people to see the reality of now).

They create a crises for the future, offer "hope", and come in as the saviors to take it over in order to "fix" it (but it never was a problem in the first place). Our health care was great, until the socialist decided they wanted control of our bodies. They sent out the trial lawyers and made health care unaffordable. Presto, they came in to save us from the high cost of health care, and now our bodies belong to them.
