As I understand it the military has a rough rule of thumb to the effect that number of attackers should be roughly three times the number of defenders. That means roughly 1700 people should have met with the “demonstraters” in question.

People of phoenix. Everyone go get a small hand mirror. Show up at the protest and all of you focus your reflective beam on the leaders, and at their signs ( Yes you can ignite them). This can take care of the problem.
