This will stop when owners are held FULLY accountable for their animals. If your pitbull mauls someone, you should be arrested for assault with a deadly weapon. If your pitbull kills someone, you should be arrested for manslaughter.

When enough scumbags are jailed, the desire to not spend the rest of their lives in jail will override the feeling of incompetence which leads them to buy these dogs in the first place.
