There was an old Phil Gramm quote I used to post where he basically said Paul's bills couldn't even get out of committee because they were so poorly written and lacked any detail as to how to do it. (basically, a pronouncement with no actionable items.).
Damn! Even the Detroit Lions have a better record than that!
