Nothing wrong with meaning well but at some time you have to realize when it doesn't work as expected, then you should stop doing the same mistake over and over.
If you spend your own big bucks on a private windmill and find out the hard way that it will take 20 years or more to pay for itself, but only if it does not break down before then, do you immediately build another one?
Probably not.
When taxpayer money are paying for it, they don't seem to have any such stops.
