Is it possible that the development of the Intel Campus in Hillsboro with all the accompanying jobs and "techno culture" aided in such a massive change?

I am also really floored that they not only have Mexican gangs & drug cartels, but probable activity by the Red Mafia AKA Russian Mob.

These problems simply can't be the outgrowth of a tiny minority of yuppified aging pot smoking hippies, right?? Someone at SM mentioned that Portland also has some major parade, a Nude Parade down the city streets.
