That is true when you have them hooked and you are reeling them in.
I'm going to disagree strongly that they are pissed in the water. They are NOT aggressive fish with people. What scares people is that they are not afraid of us, so they hang around waiting for free food. They will go after a bag of bleeding speared fish or a bag of spiny lobsters, but they won't hit a person.
You could literally chase a cuda around a reef and it will merely go to the very edge of visibility and keep an eye on you.
