As I understand it in the 25-and-under American dialect, “I’m like” if followed by a clause indicates that the clause is something the speaker thought, if followed by an adjective or adjectival phrase indicating an emotional state indicates that that indication of emotional state approximately describes the emotional state of the speaker.
