Whoever dresses her needs to take her aside and say “Honey ... really ... let’s try this in the next size up.” Her clothes shouldn’t rumple, pouch and pucker every move that she makes.
And, she should wear hose. And a jacket or something to day-time business functions.
Someone is letting her down. Or, maybe she gets good advice and ignores it!

Maybe someone told her that when she was in an even tighter outfit. So she went up one size when it should have been two.
The problem is that she’s buying to fit the top, and her bottom half is much, much larger. She should fit the bottom and tailor the top.
